Short answer. If you have your Electrum seed, restore the wallet in Electrum and set a new password: the old password is not needed. If you only have the wallet file, password recovery means testing likely candidates against a copy of the file offline. Your chances depend on how much of the password you remember.

Restore from seed
Electrum seeds are restored through the 'I already have a seed' option. Electrum seeds differ from standard BIP39 seeds, so choose the correct seed type in the options if restoring from another wallet's phrase.
Finding the wallet file
Electrum stores wallet files in its data folder, typically under a 'wallets' directory in the Electrum folder in your user profile. Copy the file before doing anything else.
Password recovery from the file
Open-source tools such as btcrecover support Electrum wallet files. Give the tool a list of base words and patterns you might have used. Work offline on a copy.
Fake Electrum warnings
Download Electrum only from electrum.org and check signatures. Fake versions and fake update messages have been used to steal funds.
FAQs
Is the Electrum password the same as the seed?
No. The password encrypts the file on your device. The seed is the master backup.
Can I see my balance without the password?
If you have the master public key or addresses, you can create a watch-only wallet.
Does Electrum have a password reset?
No. It is self-custody software with no central account to reset.
